[Bug 577034] Submitting WIP changes to gerrit does not add the the change to the bug

Description

I like to use the "Set new changes to "work in progress" by default" option in gerrit

But I noticed that when I use that, my changes are no longer automatically added to the BZ bug.

For example see the history of bug 576987 -- I had to add my gerrit change manually to the "See also" section of the ticket.
