Coordinate updates for the revised Open VSX Publisher Agreement

Currently, there is an update to the Open VSX publisher agreement that is pending release. In order to support this update, we will need to make updates both to publish the new agreement, as well as support the new version in some cases with our internal APIs and some projects. This issue aims to coordinate the updates across multiple projects, both in planning and release timing for the least possible disruption.
