Equinix aarch64 node replacement

Summary

After the 8th of August we will be losing our Equinix aarch64 nodes. To replace them I will be creating 2 new nodes in the aarch64 OSUOSL console. I will then give these nodes to the Eclipse infrastructure team to configure.
