How to provision a Eclipse CI instance to build the project

Hi,

I'm the project lead for the Eclipse plugin for Copilot. We're currently in the process of transitioning the plugin into an official Eclipse Foundation project.

According to the guidance shared in eclipsefdn/emo-team/emo#999 (comment 4499207), it appears that we need to request a CI instance to build and sign the project.

Could you please advise on the process for how to apply a CI instance for that purpose?
