Problems accessing download.eclipse.org and repo.eclipse.org

Summary

I'm seeing many failures that appear to be infrastructure problems.

E.g.,

If I keep retrying, I probably just make the problem worse...

I expect it's not just EPP that's having problems with ci and gha.
