Assist the ESMF projects with migration OSSRH org

Summary

Our repositories:

• ESMF SDK;
• ESMF SAMM;
• ESMF Parent;

are using for deployment nexus-staging-maven-plugin which has to be updated to central-publishing-maven-plugin.

Could you please support with migration our OSSRH org to the new portal and update the secrets in the GitHub org?
