[Eclipse BaSyx Java] Maven Central Release via GitHub actions

Summary

Now that Jenkins was down for a few days we are seeking for a solution to getting our release pipeline up and running again.

We would prefer a direct approach where GitHub actions can be used to directly release to Maven Central without the need for Jenkins. If that is not possible, we would like our Jenkins to be restored from backup.

Impact

Currently we don't have any pipeline anymore for releasing our basyx-java-server-sdk to Maven Central. This is a blocker for us and our users.
