please fork the repository tesla/m2e-core-tests into the eclipse-m2e organization

Summary

As discussed here: eclipsefdn/emo-team/iplab#19526 (comment 3330029)

We like the repository tesla/m2e-core-tests be forked into the eclipse-m2e organization.

Because of this I don't think we can use otterdog for this as this will create a new repository, but due to licensing / history reasons we explicit want to have the fork link for this particular repository so it is clear that m2e is not the origin of this.
