[openvsx] Create Develocity credentials

Summary

To get Develocity scans publishing on CI, a helpdesk ticket needs to be opened in order for those credentials to be created, as explained in the initiative documentation.

@amvanbaren Openvsx has been set up with develocity.

Secret can be access with secrets.DEVELOCITY_API_TOKEN in github action.
