The download metrics on Eclipse IDE Package installer downloads looks like to be broken

• Go to https://www.eclipse.org/downloads/packages/

What is the current bug behavior?

• In version: https://www.eclipse.org/downloads/packages/release/2024-06/r
  • We have "19,148 Installer Downloads"

• In version: https://www.eclipse.org/downloads/packages/release/2024-09/r
  • Have: "1,706,546 Installer Downloads

• Older versions all have very low "installer downloads" statistics

What is the expected correct behavior?

We need to establish more consistent metrics over time, as it's highly unlikely for a jump from 19k to over 1.7M between versions to occur.
