Need help with updates to open-vsx.org in support of a sponsorship program

Summary

We are looking to implement a sponsorship program to increase fees in support of our open-vsx.org deployment. Part of the quid pro quo will be recognition on the site. In order to do that we need to reclaim the real estate currently used by the announcement banner. Replace that with two things.

• Some other announcement mechanism that allows us to post periodic short announcements (sometimes with links to more detail) and a way for users to mark stuff as read, all requiring a little real estate as possible, one suggestion was Snackbar. Ideally a mechanism that allows us to post new announcements without a deployment.
• Implementing an area to recognize sponsors, including working group members. Given the limited area we have to work with, I'm thinking we will need to rotate sponsors. We don't know yet what the graphics will look like, nor the size. We could use the space vacated by the announcement banner, or consider a more substantial reorganization.
