Creation of an `eclipse-zenoh-bot` account on NPM

Summary

At Zettascale we are looking to Publish Zenoh-ts to an NPM repository in the near future. We would like to ask the Eclipse foundation to create a bot account on NPM, with the name eclipse-zenoh-bot, and an API Access token such that we can use this bot in conjunction with the eclipse-zenoh-bot account on GitHub, and push releases from our CI/CD via GitHub.

Steps to reproduce

1. Head to https://www.npmjs.com/ and open an account from an email address associated with the eclipse foundations zenoh project.
2. Send schleich.cdaniel@gmail.com an email containing the email address of the bot, so that i may invite the bot to the eclipse-zenoh organization on npm.
3. Create a Non-classic access token with the following settings :
   3.1. 365 days of expiration - or range to be approved by eclipse foundation
   3.2. Packages and scopes - Permissions - Read and Write with organization @eclipse-zenoh
   3.3. Organizations - Permissions - Read and Write @eclipse-zenoh
4. Share the Token with the eclipse-zenoh-bot on GitHub such that we may utilize publishing to NPM via GitHub.
