OMR Jenkins: Request for riscv agent

We are wondering if we can try one of the riscv agents in our jenkins instance. We would need more tools installed. We do have a dockerfile based on debian 11. https://github.com/eclipse-omr/omr/blob/master/buildenv/docker/riscv64/debian11/Dockerfile How do the dedicated agents work? Can we install additional tools or does it run a new container instance on every build? Can we install the tools in the container on the fly?
