Migrate Matrix (chat.eclipse.org) from Drupal OAuth to Keycloak

We need to plan the migration of the authentication system for chat.eclipse.org from the current Drupal OAuth to Keycloak. This migration supports our objective of establishing auth.eclipse.org as the primary authentication server.
