Move repo between two Eclipse Github-organizations

Summary

The Eclipse Tractus-X Identity and Trust Protocol is the foundation for the Eclipse Decentralized Claims Protocol. This was decided in the project proposal.

To preserve the git-history, guarantee stable links and automatic redirects, the repository should be moved between the Github organizations. This should be done by a @webmaster. Project lead @jmarinoswf granted all necessary permissions as described in the EMO Ticket.

Specifics

Target location of the repository should be https://github.com/eclipse-dataspace-dcp/decentralized-claims-protocol. There's already an otterdog entry for it. The current state of the repository can be deleted.
