Github Kura repository admin privileges and branch protection rules fixes

Summary

Today we noticed that the kura commiters can push directly to the develop branch without the need to open a PR. We then tried to fix the branch protection rules by ourselves but, apparently, not even our project lead can do so.

Push directly to develop while being a Kura committer

What is the current bug behavior?

The push go through without errors

What is the expected correct behavior?

The push is denied by the branch protection rules

Our team lead cannot change the branch protection rules.
