https://ci.eclipse.org/qvtd and a couple of others persistently down

https://ci.eclipse.org/ has been showing qvtd and a couple of others as down for at least a couple of hours.

I appreciate that CI is currently flaky but in the past I observed a down node auto-starting within minutes.

Was 3 JIPPs down. Seems to be 20 now.

ocl JIPP managed to restart. Many still down.

But ocl JIPP has lost its connection to maven central.

The "configure" button has often been slow to load. Now it is sometimes very fast. Other times it stalls, but is fast once aborted and reclicked.

simrel has lost connection too. FRom https://ci.eclipse.org/simrel/job/simrel.build/job/PR-262/1/console
