[Bug 547341] need way to navigate from projects list to proposals

Description

Maybe I'm missing something but I don't see a way to navigate from the
projects page https://projects.eclipse.org/ to the list of proposed but
not yet approved projects https://projects.eclipse.org/proposals/

Also, doing a search with State "Any" doesn't find proposed projects.
