Please install a dash-license secret for the WindowBuilder project

Summary

For the Eclipse WindowBuilder project, we'd like to use the License-Vetting workflow of the dash-license tool, to simplify the creation of license review requests.

For this we'd like to request that:

• The required GitLab API token is created for the https://github.com/eclipse-windowbuilder/windowbuilder project and stored in its secret store.

Ideally, the name of the secret should be WB_GITLAB_API_TOKEN.
