I expected to have the possibility to create a Merge Requests simply going to this page: https://gitlab.eclipse.org/eclipse/chess/chess/-/merge_requests

I believe there was a mismatch with your userid. Can you see the feature now?
FWIW: I think this feature is limited to committers on the project. The general public will never see this option. As admin I see it on all issues I navigate to; as a user, I only see it on the issues for projects on which I am the owner.

About the feature "create MR", shoudn't be possible to set the default source to "devel" instead of "master"?
