Platform default pod template should use 8 GB so it can utilize a full resource pack (2 VCPU + 8 GB RAM)

Summary

Platform project jenkins builds are running in a very limited pod, with only 4GB RAM. This unnecessary causes build issues with slow / failing builds. According to https://wiki.eclipse.org/CBI#Additional_Resource_Packs we should be able to use 8 GB RAM for our Jenkins instance. Please create & setup "centos-8" based "pod" that can use 8 GB RAM.
