Eclipse Packaging runners significantly slower on JIPP
Summary
Over the last 2 years the build time for EPP has gone significantly slower. Some of this slow down is attributed to the build doing more, but recently there seems to be a significant slow down that I can't attribute to what we are doing.

Slow builds - in the 4-5 hour range
What is the expected correct behavior?
Slightly faster builds - in the 2-3 hour range

The slowest individual step we do in the build is tycho-p2-director-plugin:3.0.5:materialize-products - we have 55 products that we materialize. Before the speed regression (on Aug 3 - log) it took about 45 seconds to materialize a single product. Today log that same operation is taking 90 seconds and a few days ago log it was taking 115 seconds. These numbers are specifically for Installing product epp.package.embedcpp for environment linux/gtk/x86_64
For reference on my very old workstation it takes about 60 seconds for the same step.
