tractus-x: New Github repository 'knowledge-agents-aas-bridge'

The repository 'knowledge-agents-aas-bridge' in the eclipse-tractusx orga should host a bridge between the existing 'knowledge-agents' APIs and the protocols provided by the Industrial Digital Twin Association's Asset Administration Shell program.

Please also create an initial commit, such that we can fork the repo for the initial contribution (which will be carved out of an existing catenax-ng repo).

Please also enable github pages (for attaching to the eclipse-tractusx helm publication infrastructure)
