Theia Jenkins does not spawn Linux build nodes

Summary

Linux builds are hanging. I think they are waiting for a build node.

Steps to reproduce

Currently this is visible when building this PR: https://ci.eclipse.org/theia/job/Theia%20PRs/view/change-requests/job/PR-275/

Build 4 crashed. I believe the reason for the crash was that the build node disappeared.

I've re-triggered the Build. Now 5 is hanging with no Linux Build being executed.

Build hangs

Build starts execution on all OS
