Add additional LFS for Eclipse Platform Project on GitHub

Summary

Hi Webmasters,

The Eclipse IDE WG wants to cover the costs of adding an additional LFS for the Eclipse Platform project. At the moment the estimate is the project needs one unit at $5USD / Month as per billing.

This will enable the Eclipse Platform project to implement storing SWT binaries as described/discussed in https://github.com/eclipse-platform/eclipse.platform.swt.binaries/issues/2

This spending was approved today at the Eclipse IDE WG Steering Committee meeting and Paul Buck will provide that confirmation here.

Other than that, the process for this is a little new to us, so please let us know what additional info is needed.
