Setup PGP signature for CDT

Summary

CDT will need to provide PGP signatures for its artifacts: https://github.com/eclipse-cdt/cdt/pull/387 Can you please setup PGP signatures and credentials on Jenkins and share the public key id to properly configure signing?

This is the same as #1191 (closed) but for the tools.cdt project
