[Bug 513403] [EDP] Change the definition of the mentor pool

Description
The EDP currently requires that all mentors come from the Eclipse Architecture Council. In recent years we've run into trouble identifying mentors for projects in new spaces because we lack members who have experience into those technology areas.
There are, however, others in the community who are capable of mentoring. We might, for example, consider a developer with at least one year of experience as a committer on a mature project to be a good candidate.
Ideally, we're looking for somebody who understands the Eclipse Foundation's processes and is willing to help.
On today's call we, discussed this criteria:
- Committer for at least one year; and\
- Committer on a project in the mature phase.
Anything else? e.g. should we look for evidence of CQ activity?

I think PMC members should also all de-facto be in the mentor pool (although I guess it's likely they would also be committers for 1+ year on a mature project).
A related question is: when do you think this change in the EDP could be implemented? We are cruelly lacking mentors for IoT, although we do have several PMC members, committers and project leaders who would be willing to mentor.
This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.

As a matter of fact, there is. We recently moved the repository that contains the EDP text to Gitlab; there's even a duplicate issue open on this topic there.
