Update "bugzilla" section on package download page

Summary

As a follow up to #2439 (closed) we need to update part of the website which refers to bugzilla.

For each package there is a page like this: https://www.eclipse.org/downloads/packages/release/2023-03/r/eclipse-ide-java-developers on the right side there is some bugzilla information and that is filled from epp.website.xml (which ends up on download.e.o which is probably where the website gets its data from)

For clarity I am referring to the contents of the red box on the website from this screenshot:

Now that we are moving away from Bugzilla we need a new solution here, either right away (i.e. back port it to already done releases) or at least live at some point in the future. I expect to monitor the bugzilla email inbox for the foreseeable future for bug reports that are created with old links.

Going forward I am not sure what the best thing to do here is. So in the first instance I thought I would pass it to the @webmaster / @webdev teams to get their input and thoughts.

  2. Click on "file a bug on this package"

B:

  1. Visit https://www.eclipse.org/downloads/packages/release/2023-03/r/eclipse-ide-java-developers
  2. Look at Open Bugs / Resolved Bugs

What is the current bug behavior?

User ends up in bugzilla which is out of date

What is the expected correct behavior?

User ends up in (probably?) github https://github.com/eclipse-packaging/packages/issues?
