[temurin-compliance] 2/3 of AIX machines offline in jenkins

Summary

https://ci.eclipse.org/temurin-compliance/computer/jck%2Dskytap%2Daix71%2Dppc64%2D1/ and https://ci.eclipse.org/temurin-compliance/computer/jck%2Dskytap%2Daix71%2Dppc64%2D2/ are offline, reducing our capacity to one AIX machine.

Machines are online and available for testing

Impact

We have a release next week. While it is likely we can cope with just one it does leave us with a single point of failure which I would like to avoid.
