New JIPP instance for Eclipse Virgo

Summary

Lately we made progress with building Eclipse Virgo bundler (our own tool to create OSGi metadata) and Virgo tools with GitHub actions. We would like to create signed binaries and consume bundlor in the Virgo tools build.

Could you provide us with a JIPP instance for Virgo?
