[Bug 487600] MarketPlace should support p2 units in general (not only feautres)

Description

Many projects can start with a unique bundles and work quite well without features (features are a difficult thing to apprehend for new Eclipse developers).
Marketplace should support better that story, by allowing solution providers to only specify general p2 IUs (that are actually the plugin ids for plugins).
