Steps to reproduce

Add a comment to IPzilla and observe the message notofocation in the UK.

What is the current bug behavior?

Athough I received the message within seconds, so there was no 1 hour delay, note the one hour skew for the following in the fuill message below.

What is the expected correct behavior?

Same time throughout
