[oniro] linux/linux-meta MRs can't be merged

Summary

I have two merge requests in the oniro-core's linux and linux-meta repositories:

eclipse/oniro-core/linux-meta!1 (merged) eclipse/oniro-core/linux!1 (merged)

Even though I'm a maintainer, I can't see the merge button so I can't seem to be able to merge the merge requests.

What is the current bug behavior?

Can't merge merge-requests.

What is the expected correct behavior?

Should be able to merge merge-requests.

@agherzan MR need by default CI validation. And these projects don't have CI activated.

I've figured it out. These projects have no CI configuration but Pipelines must succeed was enabled. Disabling it for both of these repos fixed the issue.
