Jobs don't start on LemMinX Jenkins instance

Summary

Jobs don't begin on the LemMinX Jenkins instance on the main branch, and instead stay stuck at "Waiting for next available executor". Terminating the job and restarting it manually yields the same result.

Start a build on the LemMinX Jenkins instance on the main branch.

What is the current bug behavior?

The job is stuck at "Waiting for next available executor".

What is the expected correct behavior?

The job runs to completion.

Seems to have started happening at "Mon 17 Oct 2022 11:57:41 AM EDT" according to https://ci.eclipse.org/lemminx/job/lemminx/view/change-requests/job/PR-1198/69/ . There was a job a few minutes earlier that ran at "Mon 17 Oct 2022 11:52:09 AM EDT" according to https://ci.eclipse.org/lemminx/job/lemminx/job/main/40/ .

It's caused by the same issues as described in #682. I've restarted your instance and it is catching up with the queue.

It looks like the jobs are still unable to start.

I killed the two stuck jobs and restarted your instance. A build seems to be running now.

Other jobs seem to be launching now too; closing.
