New JIPP Instance for lsp4jakarta

Hello,

I'd like to request a JIPP instance for the lsp4jakarta project at https://github.com/eclipse/lsp4jakarta. The instance will be used to publish project artifacts to repo.eclipse.org.

Will need the instance to be integrated with Github. A bot and webhooks will be used for builds and releases.
