Create Maven Enforcer rules to ensure that all necessary metadata is specified

To help committers be good citizens and make it so that creating good SBOMs is relatively easy for downstream, we should create Maven Enforcer rules to ensure that all of the expected/required metadata is present in pom.xml files.
