Jakarta Concurrency Restructuring Review

As per https://github.com/eclipse-ee4j/concurrency-ri/issues/49 the committers of the concurrency project like to split off the implementation repo (https://github.com/eclipse-ee4j/concurrency-ri) from the Eclipse project ee4j.cu (https://projects.eclipse.org/projects/ee4j.cu).

The project team would like to rename the repo to "concurro" (stylised in the description as Concurrō), and formally move it to the GlassFish project (https://projects.eclipse.org/projects/ee4j.glassfish).

Necessary actions to complete the restructuring review

• EMO(ED) approval (@mmilinkovich)
• PMC's approval
• Trademark search for the new name "concurro" (@shmacdonald)
• Implementation of the requested infrastructure changes (@webmaster)
