Eclipse m2e Restructuring Review

Project: Eclipse Maven Integration - m2eclipse™

Review record: https://projects.eclipse.org/projects/technology.m2e/reviews/2022.06-restructuring-review

The project teams of the m2e-wtp and m2e projects would like to merge the first one into m2e project.

At the moment, the m2e-wtp project receives no contributions and no regular updates, its committer team is rather small. However, with the increased activity on the parent m2e project, some updates to m2e-wtp are becoming necessary and it appeared that having it a separate project makes it harder to keep m2e-wtp in sync with m2e. On the other hand, m2e currently has a good pool of active contributors who are motivated to also maintain m2e-wtp. The project separation makes less sense now since the people who're going to maintain m2e-wtp are the same ones as those who maintain m2e. Having those merged will allow those people to more easily work on both projects.

Technically, m2e-wtp is already using the same CI instance as m2e, and its Git repositories are part of the same eclipse-m2e GitHub organization. So the main change would be merging the committers.
