Add JSON schema validation configuration for policy output

A JSON schema validation file MAY be added to policy GIT repositories. If there is one, it should be added to storage and available for schema validation of the policy output upon request.

AC:

• JSON schema validation file is synced to storage, if available in GIT repository;
• proper documentation is added to README file.
