[IDM.TRAIN.00016] Trusted Content Resolver - Test Case Implementation for Client Libraries Javascript

Description:

We want to implement the testcases specified in #16 (closed) to cover the client libraries behaviour of the TCR in the Javascript language. The specification issue and this one might be in progress at the same time and overlap. Any Tests specified already will be started with implementation as soon as possible.

To call the native functions from the python behave framework, a small cli wrapper for the tested client must be written.
