[IDM.PCM.CLOUD] Deploy the web UI for plugins

Web UI should be deployed to the Kubernetes cluster train-2 and available outside of the cluster

It should contain:

• Docker image available externally to pull
• Helm chart to deploy to Kubernetes cluster.
