[IDM.PCM.CLOUD.00076] Plugin to App Communication

Plugins can use the internal communication channel from cPCM Backend to paired App to notify changes and receive remote commands.

Note: DID comm communication with plugin and cPCM + NATS communication.

Use case: plugin and plugin is doing something. Plugin needs to establish DID comm channel. Plugin go SDK should implement crud for establish connection.
