Add deployment of plugin discovery to ArgoCD

Acceptance criteria

- Have chart pushed to Harbor after merging to main branch (convert chart to subchart)

• Have a new chart in deployments repo extending plugin discovery subchart
• Have ArgoCD configured for plugin discovery to have it automatically redeployed
