Presence of source code licensed under an incompatible license

The files in the Chardet module, e.g. the file, 'https://gitlab.eclipse.org/eclipse/xfsc/cat/fc-service/-/blob/main/fc-tools/sd-generator/venv/Lib/site-packages/pip/_vendor/chardet/__init__.py', is licensed under LGPL v2.1 or later. As the license of the project is Apache Software License v2.0, the use of code from chardet could cause incompatibility between the Apache Software License v2.0 and LGPL v2.1 or later.
I am not a developer. However, I assume that the code will be part of the binary distribution. I assume that chardet has not been used as an optional dependency, and it is not used as a dynamic linked library.
Can you please check if there is an incompatibility?
