catalogue distributed search

Catalogue synchronisation feature planed for the second phase is not designed yet and quire hard to implement. But we can implement distributed search feature instead. We should add catalogue registration - when one FC "knows" about other FCs (in another federations?) and can run query not only in its own Graph DB, but also in external FCs via standard /query endpoint.
