Graph DB doesn't rollback changes (claim deletions) on failure at SD addition

When SD or Participant is added twice, all data about it is removed from the Graph db. Steps how to reproduce:

1. Add SD
2. Add the same SD (!I get a message that such a file already exists in the storage, but the data is being removed from graph db)
