Create skeleton for the communication security collection module

A skeleton includes

• the corresponding folder in service/xxxxxx
• a small README describing the collection module
• an overview of the specific ServiceConfiguration content needed for the service, e.g. host, ip, etc.
• an (empty) gRPC implementation of the Collection interface
• a main.py/main.go that launches the server
• a basic Dockerfile to launch it
