Build on Eclipse Foundation infrastructure

Ensure we can build on a Jenkins server (JIPP, Jenkins Instance Per Project), e.g. https://ci.eclipse.org/trace4cps/.

• Connect Jenkins to GitLab using a GitLab bot user, to access the source code.
• Create a Jenkinsfile with a pipeline. For more info on Jenkins, see https://wiki.eclipse.org/Jenkins.
