Exclude feature seems a bit off

Summary

When opening a Titan project in VSCode, all the files are getting excluded regardless if it were included earlier. The settings.json seems to be edited randomly by the extension. This confuses the users, as well as, continuously generates diffs on projects that versioning the mentioned file too.
