Packed referenced projects cannot be imported after export with "Pack all"

Description

Packed referenced projects cannot be imported after export with "Pack all". Instead the original referred project will be imported wit their gived locationURI. This way the section "PackedReferencedProjects" is abandoned.

Hint:

1. Remove the locationURI from the ReferencedProject elements everywhere ( not only in the top level)
2. Don't handle the missing locationURI as fatal error
3. Correct the URI handling
4. Remove the unnecessary dialogs.
